PERSONALITY: Tiny stubborn impulsive vigilante who really wants to be Captain America when she grows up. Swings between being super responsible and picking fights way too big for her. Self-sacrificing to a fault, does not know the meaning of the word fear, really really wants to help people.
PLANS: IDK MAN. She's probably going to be doing a lot of exploring, both in and out of the compound, so if anyone wants to team up for that...
CR YOU WANT: OTHER TEENAGERS, COME TO ME. She needs some friends (and may start trying to assemble something resembling a team, bc that is what she does). I'd also love for her to have some mentor figures... and in the realm of negative CR, I definitely wouldn't mind her clashing with characters who are more selfish/not so much team players.
CR YOU CAN GIVE: Partner for exploring and/or zombie punching? She can teach skills like parkour, hand-to-hand combat or firearms/gun maintenance if anyone needs that...? Also she has a puppy for some reason. It's purple. Everyone needs soft cuddly brightly colored things during the apocalypse, right?
ANYTHING ELSE: ...also she's Peggy Carter and Bucky Barnes' AU granddaughter. And knows basically all the Avengers because of reasons. It's okay that they don't know her. She's used to it.

also just to double check b/c I haven't read all of rikki's stuff — they still haven't met in canon yet, right? the last thing I saw was natasha warning rikki off approaching him, while bucky was still being captain america.

Theyyyy sort of met, but Rikki didn't know who he was other than replacement Cap, and Bucky didn't know she was related to him (aaand never found out). She'll recognize him when she sees him without a mask, though.

Yes, asbolutely!

Rikki teamed up with Kate and the rest of the Young Avengers once (just before her canonpoint, actually), but she was a little busy with family drama to actually... talk to her. So she doesn't know her, but she'll recognize her.
